Last week, that roadblock disappeared overnight.
The question is not whether the wait-out period is gone.
The real question is: what does the government see in today's market that it didn't see in 2022?
Because policy changes like this rarely happen by accident.


A Door That Was Locked Just Opened
Imagine this.
You own a condo.
You sell it.
You apply for your HFE letter.
You start viewing HDB resale flats.
You buy one.
Until recently, there was a 15-month gap stuck right in the middle of that journey.
From September 2022 to July 27, 2026, private property owners who wanted to right-size into a non-subsidised HDB resale flat had to wait 15 months after selling before they could buy.
No viewing seriously.
No planning a timeline.
No moving forward.
Just waiting.
On 28 July 2026, Minister Chee Hong Tat announced that the 15-month wait-out period would be removed with immediate effect.
For many homeowners, a move that used to take more than a year can now happen almost immediately.


Why This Matters More Than Most People Realise
Most people think this only helps the 1,800 households who appealed every year.
Not really.
About one in four appeals were already approved.
The bigger group were the people who never even started the process.
Think about the retired couple living in a paid-up condo.
The children have moved out.
Half the rooms are rarely used.
Monthly maintenance fees keep coming.
Yet moving to an HDB resale flat never felt practical because of the 15-month waiting period.
Or the family that wants to unlock some of the gains from their private property without leaving the neighbourhood they have lived in for years.
For them, the issue was never affordability.
The issue was uncertainty.
A 15-month gap creates a lot of questions:
Where do we stay during the wait?
Do we rent temporarily?
What happens if rental rates rise?
How do we coordinate the sale and purchase?
Many simply decided not to move.
Now that barrier is gone.


What This Tells Us About The Property Market
Here's the interesting part.
Cooling measures are introduced when the market is running too hot.
They're removed when policymakers believe the market can function without them.
In 2022, the concern was that cash-rich private homeowners could flood into the HDB resale market and push prices up further.
Today, the government appears comfortable removing that restriction.
That tells us something important.
The authorities believe the HDB resale market has become more stable than it was four years ago.

"The HDB resale market has shown signs of stabilisation. HDB resale prices have declined for two consecutive quarters since the start of the year. The resale price index fell 0.1 per cent in the first quarter and 0.3 per cent in the second quarter. This follows five consecutive quarters of slower or no price growth from the last quarter of 2024 to the fourth quarter of 2025.
This is further supported by a larger number of new flats completing their minimum occupation period (MOP) and entering the resale market over the next few years. The government has therefore assessed that the 15-month wait-out period can now be removed." — Ministry of National Development (MND)
